Hi,

otaka no hito wa donata de onna no hito wa donata desu ka?

What would be the meaning of above sentence?

Who is the man and the woman?
or
Who is the man with the woman?

I'm not sure if its supposed to be "de", but the additive/quoting particle "to" was the one to mark a "companionship" between man and woman,

I'd pick the first translation, "who is the man and the woman"

The de here is the te-form of desu/da/dearu. It allows you to continue a sentence.

男の人はどなたですか。女の人はどなたですか。
Can be turned into the one sentence.
男の人はどなたで女の人はどなたですか。

The meaning is who is the man and the woman.

That was a nice thing to learn, I have never seen the te-form of desu.
