Please read text and seal from this scroll in scroll by 小田海僊 Kaisen Oda (1785 - 1862).

The second seal has "王赢之印" "The Seal of Wang Ying".
According to wikipedia 赢 (Ei) was his given name, where does 王 here stand for?

Top seal says 百谷 (Hyakkoku), one of Oda's art names.
Bottom seal is as you say 王嬴之印 (Ōei no in), which, according to the site below, is another art name for Oda.


The writing above the red seal is 百谷寫 (Drawn by Hyakkoku).
The writing on the right is a date; 癸未孟, which, from the context, would be 1823 Winter.
I'm not 100% confident on the "winter" part, but it almost has to be a season, and its not any of the other three seasons.

I agree it is winter - only the third stroke is level in stead of slightly down
