Top seal says 百谷 (Hyakkoku), one of Oda's art names.
Bottom seal is as you say 王嬴之印 (Ōei no in), which, according to the site below, is another art name for Oda.
The writing above the red seal is 百谷寫 (Drawn by Hyakkoku).
The writing on the right is a date; 癸未孟冬, which, from the context, would be 1823 Winter.
I'm not 100% confident on the "winter" part, but it almost has to be a season, and its not any of the other three seasons.
