I usually get odd looks from people when they see me refilling my water bottle at work each day with tap water. The only time I pay for bottled water is when I want to replace the bottle I've already refilled for quite a while.
Interestingly, up in the mountains around where I live there are a few places with natural springs popping out the side of the mountain. It is quite normal to see people who have driven from up to an hour or two away with a car full of 20 liter plastic tanks or a zillion empty plastic sake bottles to fill up with the spring water. I always fill up a bottle or two myself and throw them in the floorboard to have around for drinking water. Definitely different from tap water and unlike bottled water from the store I know I'm not just buying some other town's tap water.
And I would speculate that the number of people in Japan who have access to a computer but not safe drinking water is "ZERO".
