Staff from the Land, Infrastructure and Transport Ministry's office in charge of the upper reaches of the river erected a sign asking visitors to be quiet so as not to disturb or scare the animal.

That's so pathetic! What about erecting signs in the South Pacific Whale Sanctuary to keep Japanese whale hunters out?!
