Supposed Battle of Java Surrender Flag

I have in my possession a flag that is reported to be a recording of the Dutch surrender to Japan at the battle of Java. I have a rough translation, but obviously have my doubts about the veracity of the claims as to the origin and authenticity of the flag. Any information would be much apprecciated.

Yeah, looks pretty sus. Why would an army write a record of a surrender on a flag? Or, if they did, why would they do it and not have the enemy officers sign it. Why wouldn't they sign it themselves? (Its just signed "16th Army, Empire of Japan"). It just looks odd, and the lack of any signatures of the people who wrote it looks doubly odd. It also has not date on it, other than the date that the date the Allies surrendered (March 7th, 1942). Plus, the date uses the western format instead of the Japanese format, which is also suspicious.

I'd just like to add that the handwriting definitely looks like it was written by a non-Japanese person.
