Hello everyone, I got a shoulder strap with Japanese characters on it through inheritance. I would like to know what these signs mean. Is anyone kind enough to help me with this, please? Kind Regards, Carl (Belgium).

The flag is showing upside-down in the picture. The smallest letters should be on the bottom. It says
