お金を持っていればそれ買うでしょう。
In this sentence, is は used instead of を because it's a stative sentence (でしょう)?
 
I don't know the context, but それは seems like a set expression, meaning "of course" there. It also can be the contrastive marker, though. Anyway, it has nothing to do with でしょう.
