i dont think will effect much since i think they need some 20 posts before their rep counted either way.3) Users with less than 20 rep. points can't give reputation (before it was 10, or the default for new members, which can be dangerous if people sign up with different accounts to vote several time for/against the same post).

Oh, OK. I still have not had a chance to read all the memos on this and was under the impression a non-display was something the user had to default from. However, if you would like to display your rep points, just re-enable the option in your User CP.
