Hi guys,
Just wondering if I am understanding the grammar correctly in the following sentence. Especially the final ため and the 活躍してもらう。

にっぽんがもっと元気になって経済が成長するためには 女性に活躍してもらうことがひつようだと考えたためで す.

My attempt.

Japan has become even more healthy(with regards to economy), it is thought that in order to grow the economy, It is necessary that women must actively participate.

The whole sentence explains the reason of the preceding sentence. The second ため shows it. 日本がもっと元気になって経済が成長するため refers to the reason why the subject (who must be appeared in the previous sentence) considers 女性に活躍してもらうことが必要だ.

～てもらう means "to receive a favor of doing".

Yes the subject is the ministry of education who has formed a special team to help with the continuation of women's active participation from primary school.

So the final ため relates to the explanation of why this team has be formed. Along with てもらう for the women receiving the assistance.

The recipient of favor is the subject, thus, MEXT, or more correctly, Japan receives it.
