Solar becomes useless during the rainy season every year. So, that option is hard to achieve. Construction of geothermal power plants faces a formidable challenge of convincing the hotspring tourist industry that such development will not have a negative impact on the industry.
Burning fossil fuels as a long-term plan does not make sense, given that release of green house gases is know to lead to global warming.

Wind power might be most promising, in particular offshore construction.
