Sorry, don't know how to state it, but I'm going back to the States permanently. I've paid into the pension fund for many years. The guy at the office told me about the website on "nengin" something like.

What site is it.

I guess this is what you're after:

Lump-sum Withdrawal Payments (Exclusively for Non-Japanese Citizens)
If you are not a Japanese citizen and you had resided in Japan and had been covered by the Japanese system for a short time, you can claim the Payments within two years after your departure from Japan. You can claim the Payments if you have at least 6 months of due coverage periods under the National Pension system (contribution-exempted periods are proportionally calculated) and you are not eligible for pension benefits.

Thank you so much. Sorry about not getting back sooner on your help. If I have any more questions, I'll post them here.
For those reading this, Japan on whole is a nice place to live, but please understand this, you got to have tons of money when you get in your 60's. It's not a place for one to be if you are still dirt poor and struggling financially. You will work here until you no longer can work or just simply "かろし"。

I think this might be true for many/most countries. Dirt poor and struggling are two attributes that will be deadweights on your post-retirement life wherever you are.

Deadweight on ones pre-retirement life as well.

I'm amazed at some of my friends who just never managed to get themselves together enough to maintain a reasonable standard of living.

To OP: Did you report the pension payments to the U.S. so it acted as contributions to Social Security when you filed your taxes each year?
