Most common place name

I'll post this here, since this is one of the more active sub-fora.

1) What's the most common place name in Japan (maybe 東山 or 山科)?

2) Which kanji has the largest number of readings? I guess there will be many candidates, and it may (or may not) be good to exclude regional stuff. So maybe limit this by readings listed in common dictionaries. (Halpern, Nelson, etc.)

1) According to these folks it's 中村

2) Depends on how you count "readings". Just counting official ones off the 常用 list, it's probably 生.
