Well, it actually says that if you've been in Japan on a MEXT scholarship before (not just any scholarship or a JASSO one, but the MEXT scholarship), they won't award you the scholarship this time around, especially as research students or grad students.

"(9) Scholarships will not be awarded in the following cases:
1: The Applicant is an active member of the military or a civilian employed by the military
2: The Applicant is unable to travel to Japan within the dates set by the receiving university
3: The Applicant was a grantee of a Japanese Government Scholarship in the past will not be selected unless he/she has had at least three years of research or teaching experience after completion of the first scholarship. This exclusion will not apply to a research-student applicant, who (i) as a foreign student in Japan received training in the Japanese language and/or Japanese culture at a university and graduated from it, or who (ii) was a foreign student in Japan under the Japan-Korea Joint Science and Engineering Students Exchange Program. [...]"
 
My professor message to me, yesterday:

Today is november 22nd. Our answer is so near now... Just one more month, guys!
We'll stay togheter in Japan!! Let's be positive ::

Although this is true, but I know of at least 2 people that had a PHD scholarship directly after finishing a Masters scholarship
Is there an extension for this scholarship?

My advice is that you keep up the good relation with the professor
In case that you don't get the Monbukagakusho, he can help you with another scholarship

If you find information about percent of "substitue nominees" who finally got the scholarship in the past, then I will calculate the hypothetical reduce for this year.
 
Fifo: If you're already here on the scholarship, yes, it's easy to extend it to cover your next program. I was here as a research student and had to extend the scholarship to cover my Master's. If I decided to continue on into a PhD (I won't), I could extend it again. If I finished up and went home, however, I couldn't apply for the scholarship again and receive it.

Same goes for anyone who used MEXT for Japanese Studies or Undergraduate or any of the other ones. If you've already been here on a government scholarship, finished the program, and gone home, you can't get another one unless you've taught/researched for 3 years, etc.

For me, I'll try to extend the scholarship until I finish the PHD, that's if I could get the scholarship
 

No, it says the Japanese Studies (nikkensei) scholarship is an exception. I have friends who were nikkensei first and then went again with the post-graduate scholarship in less than 2 years.
 

I got an information from my friend who is currently an undergraduate mext student about a cut in the number of approved application for extending the scholarship from undergraduate to master. The number seems to be cut into half of it was before.
I don't know if this also applies to the extension of master to phd.

As I know, you shouldn't worry about reduction of scholarship
First: The high peak of economical crisis of Japan was in 2008. Therefore, the number of people getting the scholarship in this year won't be less than in 2008.
Second: Japanese government wants to increase foreign students especially in developing countries

Yes, budget reduction is already established. About two out of each ten passed the primary screenin will be rejected at the secondary screening. But which two?? we can't guess. But the last in the embassy ranking will be more liable for rejection.
I wish this won't happen, they better apply this role of reduction on the next years. They gave us hope and now they want to return it back.

Calm down! What you have said above is just rumor. You know, if any sudden changes happen, they will announce for applicants since they have nothing to hide. As far as I concern, quota is constant but monthly stipend will lessen

This is not a rumour. It is clearly written on the budget plan sheet at MEXT's website. Clear, with the exact numbers of reduction, both for the people and for the amount of money. Go and read.

ykk: Maybe they have changed the budget plan for 2011, and hidden the previous one from the website?
Embassies e-mailed us with information about significant decrease, but this pdf sais about "only" 11 percent reduce. I don't have any idea what's going on.

Hi karinkitoka, in my country, Mext says that applicants will learn Japanese about 6 months and all courses are taught by Japanese.
