Even if he/she doesn't know you personally, if you tell your Dean your plan of pursuing higher education abroad then your Dean would certainly more than willing to help you. There are cases wherein the Dean would ask you to make recommendation letter for yourself (if your Dean really doesn't know you personally), and he/she will just edit it for you. I don't know if in your case this would work.
