Tourism Kyoto mayor considers higher bus and subway fares for tourists

Kyoto is considering becoming the first city in Japan to charge higher municipal bus and subway fares for tourists to reduce public transport congestion. During a municipal assembly session on 26 February, Mayor Matsui Kōji mentioned the possibility of introducing the system in fiscal 2027. The city has been struggling with overtourism, as large numbers of domestic and international visitors make it challenging for residents to access public buses. The proposed fare system would give residents preferential rates.
