I have to be honest and say I was underwhelmed with Kenrokuen. It was 'OK'.
 
Yes, I agree. However, among the three big ones (Korakuen in Okayama, Kairakuen in Mito, and Kenrokuen), the latter does stand out. Many of the smaller, not-so-famous gardens easily beat the official top league.
 
The Japanese seem to like league tables and I suspect some items upon them is chosen partly, upon the basis of which area needs the tourism yen.

The Nomura Samurai House's little garden (also in Kanazawa) is absolutely beautiful.
