I am going to Japan next month also. My first trip there I arrived in Tokyo November 1. For Americans and Europeans, it is comfortable enough to wear shortsleeves. But I would recommend bringing a jacket just in case. If you are going to be in Tokyo, it'll be in the 70ツ≫?ケ range (farenheit) or 20s celsius range.

You can bring a mix of long sleeves and short sleeves and be just fine.

Good question, Hokkaido is much colder in october an average of 52ツ≫?ケF or 11ツ≫?ケC and temperatures between 52ツ≫?ケF and 60ツ≫?ケF or 11ツ≫?ケC and 15ツ≫?ケC

Hope that helps for the Hokkaido
