I might be out of date, but I thought Toyosu's opening was delayed or something. It sounds like they're both in use now, but Toyosu is open and geared more towards visitors for the auctions?

Toyosu Fish Market opened in 2018. The "outer market" in Tsukiji (with restaurants and shops selling fish-related kitchenware) is still popular with tourists. Two new hotels were also opened on the same block last year.
