The first year for undergrad scholarships is to learn japanese and other subjects, its basically your ronin year to THEN apply entrance exams.
MEXT usually chooses a college based on your scores, but you're free to choose another university and sit for it by your own, if you pass you can arrange the MEXT scholarship to that university.
It's kinda silly to wish not having courses in japanese... you should use your year of grace to learn the language enough to take classes as other native japanese.
If you don't think you'll be able to, it a shame, but you could have researched beforehand a n university and career whose classes are given in english, and applied the scholarship with that university in mind.
