This brings up another question actually... Say Canada won a gold medal at the Olympics. In English I may say "Congratulations to Canada!"
This reminds me of the "Hello from Canada" problem I had. I was right about using kara, so I'm wondering if I'm right about using ni in this case? The first thing that pops to my mind is:
カナダにおめでとう!
Or can "に" not be used in this way?
