I can only interpret this as meaning "more than 4," but I don't know what that could be in reference to. At least that's the only meaning I know for 数字＋強, but now I'm wondering if it might mean that Japan won by a score of 4 to something.

Incidentally, Sankei also uses that phrasing. Their headline is 日本、ＰＫ戦制し４強進出 サッカー・アジア杯準々決勝. I assume the meaning is the same, whatever that meaning happens to be.
