This image is the highest resolution available. I very much would like this translated. I tried several outlets inducing OCR and hand drawing what I could make of the symbols. I am not fluent enough to read ahead, and try to guess what it makes out. Thank you for any help!

Graduation Ceremony (lit. Diploma Presentation Ceremony)

Although it's illegible, the left one must be the name of a school.

Would it perhaps say:
Iwaki Sogo High School?

It would be so. The first 7 letters/characters look like 福島県立いわき Fukushima Prefectural Iwaki, and the last character would be 校 school. The number of the letters/chracters matches 福島県立いわき総合高等学校 [Fukushima Kenritsu Iwaki Sōgō Kōtō Gakkō], which is the Japanese name of Fukushima Prefectural Iwaki Sōgō High School.
