I'm a design major back home, and currently studying at the liberal arts college at Waseda. From what little I've seen of work from their design department, it's not too bad, but I don't know about art or animation here. Waseda isn't very reknown for its arts school. I've visited Geidai (Tokyo Geijutsu Daigaku) a few times, and it's split down the middle between craftwork art and performing art. I didn't see animation or film classes when I was there, but I was only there for a couple days and visited mainly classes for the traditional arts (ceramics, metalwork, urushi, weaving, painting, various dance and music classes, etc)
