Fuji City in Shizuoka Prefecture issues a commemorative certificate to visitors who come to view Mount Fuji but are unable to see it due to cloud cover or other weather conditions. The initiative is presented as a way to acknowledge visits on days when the peak is not visible and to highlight seasonal and atmospheric variation.

The certificates, called 「男前証明書」Otokomae shōmei-sho or 「べっぴん証明書」Beppin shōmei-sho, are offered for a limited period during poor weather. The Mount Fuji Tourism Exchange Bureau has described the programme as a light-hearted gesture linked to local folklore, personifying Mount Fuji as a female deity who is said to hide from certain visitors.
