Featured Thread Requirements

Hello!
I was just wondering what the requirements were featured threads. Are they featured automatically with an algorithm which checks the thread's activity or are they picked by the administration team?
Just wondering because some threads end up being locked so I figured maybe it's done automatically.

Featured threads follow an algorithm, locked threads are the result of summer heat and drink-posting or a combination thereof.

Thank you, I thought so. I couldn't figure out why Dave ESL Cafe rant or the other flame thread thread would be featured, sort of gave a wrong first impression of the forum as a whole, promoting a thread to complain a ban from another forum.
