difference between 料金 and 有料

Hi Guys,
In an example question I am asked to fill in the blank with the appropriate Kanji.
The question is;
ここのパソコンは誰でも使えますが、コピーは( )です。
the choices are
会費
費用
有料
料金
My choice is D
会費 is more like a membership fee.
費用 I believe is a more general term of expense.
有料 is a toll or fee
料金 is also a fee.

I went for D 料金 as i would not associate コピー with a toll.
Is that correct?

料金 refers to the charge itself. The money/amount.

有料 means there is a charge. Look at the kanji. Compare with 無料.

有料 Exist fee
無料 Doesn't exist fee.
Is there nothing kanji can't do!
 
Anyone may use the computer but there is a charge for making copies.
