counter-supported equipment(from an UL standard)

In an UL(Underwriters Laboratories Standard for Safety) I encountered a sentence
in the foot note for a table saying:
'For other than easily moved hand-held and counter-supported equipment.'
Who would kindly explain me what this 'counter-supported equipment' is all about,
or how 'counter-supported' looks like?

My guess is that the equipment is either fastened to or simply placed on a counter, i.e., a desktop device.
 
I agree with Epigene. The description reads like a piece of equipment on par with a small kitchen appliance that could be lifted but is more often physically supported by a counter. Although technically I suppose it could also be an installation built directly into the table top.
