Unless you are talking to very close friends who know you and your habit and manner of speech well, question ending 「~したいか」 sounds as if you're interrogating people, not at all inviting or suggesting.
In other words 「英語を学習したいか」 sounds very rude and a bit threatening, too.
If you would like to invite people to learn English in a friendly atmosphere, not scare them off or offend them, you should use politer expression.
Also in this case, 習う, 勉強する or 学ぶ fits better than 学習する.
英語を勉強しませんか、英語を習いませんか
Won't you learn English?
英語を勉強したくありませんか
Would you like to learn English?
