Battle Network: Rockman EXE

I've played the first one but I didn't finish the second one. I don't feel like starting over the second one so I was wondering, If I jump to Battle Network: Rockman EXE 3 would I be lost?

Also whats the difference from Battle Network: Rockman EXE 3 White and Battle Network: Rockman EXE Blue?

Humm by the way Rockman=Megaman, maybe some people have no idea what I'm talking about or is it just me who play these games?
