More general advice:
1) Come up with a plan for university. This could be studying in Japan (in which case look into scholarships such as MEXT), or studying at a local university with a sideline in Japanese, possibly including a summer or year abroad. Generally if you are interested in technical subjects I would suggest trying to do something like a computer science degree with Japanese as a minor, career-wise that will put you in a better position.
2) Present this plan to your parents, and see if they'll help you out with money for textbooks/lessons/fees for taking the JLPT when you're ready to do so. I am sure they will help out if it's clear that it's for your further education, and that you've got a plan beyond just wanting to move to Japan because reasons.
3) Actually, never mind just the library, the Japan Foundation is looking for volunteers Great opportunity to meet/interact with native speakers and the sort of thing that looks good on university/scholarship applications.
