～する vs ～をする

Hello everyone.

I came across this a few times already, and I'm trying to figure out to main difference between using a verb with "する" and using it with "をする".

Check out these examples:

私は 部屋 を 掃除しました。
私は 部屋 を 掃除をしました。

私は 友達 に 電話しました。
私は 友達 に 電話をしました。

私は 寿司 を 料理 しました。
私は 寿司 を 料理をしました。

Are there any differences between these? I'm a little bit confused with this

Also, I was looking at this exercise in a JLPT N5 practice test and don't get the answer. Is it related to my question above?

弟は へや （ ？ ）そうじ を しました。

１）が
２）を
３）に
４）の

Correct answer: 4 (の). I really thought it should be 2 (を).

It should be 私は部屋の掃除をしました, not 私は部屋を掃除をしました. You can't use を twice.(And yes, this is the reason why の is the correct answer in 弟はへやのそうじをしました. You can think 部屋の掃除をしました vs 部屋を掃除しました as "I did room-cleaning" vs "I cleaned a/the room", thus, the meaning is the same.)

There is no difference between 私は友達に電話しました and 私は友達に電話をしました.

料理しました is not used with 寿司. 作りました is the most common verb for 寿司.

I think I get it now. So, it should either one of these:

私は部屋の掃除をしました。

or

私は部屋を掃除しました。

Is that it?

Is there any general rule regarding the use of ～する vs ～をする with other verbs?

Yes for your examples.

When the stem of a -suru verb is modified with a phrase/clause, ～をする is used.
e.g.
○私は友達に援助を依頼する電話をしました。
☓私は友達に援助を依頼する電話しました。
(援助を依頼する directly modifies 電話.)

○私は友達に明日来るよう電話をしました。
○私は友達に明日来るよう電話しました。
(明日来るよう is an adverbial clause. It doesn't directly modify 電話.)

It just depends. Some nouns are classed as する verbs and so you can simply leave out を; 掃除 being one such noun. 勉強 (study) is another one and can appear as 〇〇を勉強する or 〇〇の勉強をする.

In my case, early on we just learned them as verbs in the first place: 掃除する (to clean) and 勉強する (to study).

If you ever use a dictionary to look up a noun, it may state if the noun is a する verb just as it may state if the verb is transitive or intransitive. For example, Rikai-kun (extension for Chrome) lists "vs" next to nouns that are する verbs.
