Toritoribe-san got the definition from ONE PIECE's 用語 wiki page, meaning it's a definition specific to that show. So it doesn't have the traditional definition for dial tone like what you found on wikipedia. In this case, it looks like it is something you can record and playback sound with, although I am not familiar with ONE PIECE so I do not know how accurate that is.

That's not "dial tone" but "Tone Dial". It's an imaginary item in ONE PIECE world, as HnH-san interpreted accurately. Haven't you watched/read the whole episodes of ONE PIECE, especially 空島編? (Although I believe the readers/audience can get that it would refer to a variation of CD, DVD or like that relatively easily from the context even if they have never heard the term "TD".)
