What is this strange, yet familiar, symbol?

I'm going through my translation class assignment, and I came across a symbol that I recognize, but I can't remember what it means!

It looks like る but with a loop where the third point is (if you count the starting point as the first). I can't give more of a description than that...but hopefully someone will know what I mean.

It's kind of frustrating because I know I've come across this before.

Could it be this one?

If so, it is an old hiragana, which is now obsolete.
You know there are missing kana in the "wa" line.
わ ・ ・ ・ を.
ゐ is one of them, another is ゑ.
