Is it a hassle? Sure, of course it is. I wouldn't insult your intelligence by trying to tell you it wouldn't be. But there's no point in folks complaining that the police don't do anything when the victim hasn't bothered to report it.
There are plenty of systemic problems in the police structure in Japan. I'm interested in this field, have done quite a bit of reading of Japanese source materials on it, and am always ready to discuss it with anyone who has actually bothered to inform themselves of factual aspects of the problems. Unfortunately, foreigners rarely bother, preferring instead to just take out their frustrations in group bellyaching sessions.
no it is not that sophisticated. society in Japan does not have a problem with that kind of crap. things are easily "accepted" in Japan. The "how it is" mentallity. People dont complain and just leave things the way they are.

Same sort of thing with the "how to get laid a lot" manuals that float around the Internet*.
