I'm not sure if there are any very young Japanese on our forum. If you go to the bottom of our page , there is a website called "Japanese Friends" that is safe to try. Maybe some other members here can tell you more websites for young Japanese pen pals. It might help to know if you read and speak Japanese; that will help find a website at your level or would you like a young Japanese friend that speaks English.
