Well, "the skill" includes vocabulary, I believe. I mean, for instance, the kanji on the upper-left in the circle is almost illegible, but we can infer from the rest five kanji that 締 is the only one kanji that can fit there. (And I believe this type of inference is used, consciously or unconsciously, in almost all languages when reading texts.)

The address 窶｢xﾅｽRﾅ陳ｧﾅｽﾃ仰絶?ｦﾅｽsﾅｽOﾆ単2467 is still valid, you can find it on Google map.

窶堙ｧ窶堙ｱ窶伉ｺﾋ?? seems to be a name of a building. I could not find it in ﾅｽOﾆ単 but in different towns of ﾅｽﾃ仰絶?ｦﾅｽs there are buildings with the name 窶堙ｧ窶堙ｱ窶伉ｺﾋ?? It's rather an unusual name, so I assume they belong to the same owner (or family).

Correction. The company name in the stamp seems like "株式会社 VRS international", not "株式会社 VPS international".

I found there was (or could be "still is") a company "VRS international" at 富山県射水市三ケ2467 "2467 Sanga, Imizu City, Toyama Prefecture". According to the map, a store きものの村伊[Kimono no Murai] exists at the same address now.
