News Nagoya City ordinance prohibits walking on escalators

Nagoya's mayor began on Monday to promote a new ordinance to discourage people from walking on escalators — a rule implemented to prevent accidents. The ordinance carries no penalties and calls on users to stand in place on moving escalators.

Under the ordinance, people are required to to stand still when riding escalators in public places such as train stations, office buildings and shopping centers, Kyodo News reported. However, the ordinance is non-binding and there are no penalties for anyone who violates it. The Nagoya City government has been running TV commercials and put up posters about the new ordinance at major train stations. It is usual in Japan for people on escalators to stand still on the left side and leave the right side for people to walk up or down. Nagoya officials said they hope people will stand still on both sides as they ride escalators. Nagoya is the second area to introduce such an ordinance after Saitama Prefecture tried it in October 2021, but without success.

The whole idea isn't practical. Missing a train can make or break a commute. Sometimes you gotta take the fast lane.

The law has no punishment mechanism, so therefore has no teeth. It's in effect just a public service announcement to try to prevent some accidents on escalators. The real concern to me is whether or not this could be used by an unscrupulous police officer to detain someone they don't like, if only temporarily.

They can tell you off but not detain you. As the article mentioned, when they introduced similar regulations in Saitama a while ago, no one paid much attention.

The enforcement in the countryside or around the universities hasn't really caught on yet what has caught on is rewiring the stupid while I shouldn't say stupid but the the mask to class and when you're off base off campus you have to wear the mask too but right now about 80% of the students said that with it
