Tourism Kamakura to ban ‘tabe-aruki’ (eat while walking)

I am not sure how they are going to enforce and sanction it, but the city of Kamakura has introduced an ordinance banning tabe-aruki (食べ歩き), "eating while walking". I do hope that other cities follow suit.

So where are people supposed to eat the food they buy from the large number of shops selling takeaway food? The only large space
where you can sit down is the beach as far as I know, and whenever I've tried to eat there, I've been divebombed by kites (of the bird variety).
I think a campaign to educate people of the problems caused by inconsiderate tabe-aruki would be better, even though Japanese people
are already bombarded with 'manners' campaigns.

I'm guessing you are expected to stand and eat. If you go to a matsuri with all those yatai, people often stand nearby to eat whatever they purchased. You don't really see people walking while leisurely enjoying their squid-on-a-stick.

What is the issue anyway? What are inconsiderate tabe-aruite iru people doing?

According to the article, the issue is
Kamakura City had been receiving a growing number of complaints from residents about "getting their clothes stained with ice cream or dumpling syrup when brushing past tourists.

Thinking about the road from Hase station to the Daibutsu, there wouldn't really be any room on the pavement to eat because it is usually packed with pedestrians.

I am a BIG eat while on the go person, this is only in Japan, at a event or when I'm at work in America. I always get look at when i'm eating and walking and drinking soda. in Japan so i do it now where less people are, And i do this because i'm on the move for 10 hours straight and none stop walking.

But, i do it on a respectable way, I don't throw my trash out into the street, i keep far away from people when i eat and i don't eat on the train beside on the Shinkansen and i only eat mainly dry food on the train.

I will say, there should be more of a Etiquette signs, things posted around tourist with pictures, like they do at the train station/ on the train and other areas rather than banning it. But i think Japan should have more public garage so people can hang around a garage area when they finish they can throw the trash out or put out more trash along busy food street areas so people can quickly trash left over once they are done rather than having to carry it with them until they find a trash bin. There so many time i have to carry my food trash with me in a bag or in my backpack until i find a trash bin or return to my hotel.
