I'm confused ---are you wanting a Wa-Ei Jiten or a Kanji Jishou?

A Wa-Ei Jiten is a Japanese to English word dictionary - that gives you the meaning of what a Japanese word is in English, which is what I think you want.

A Kanji-Jishou (guide) which shows you the various kanji character, radicals etc. and shows you the various combinations and forms they can take and their readings.

Good luck trying to find a downloadable reference as I don't think there are any as there are said to be some 50,000 Kanji --1,945 characters are part of the Japanese Mnistry of Education's Jooyoo Kanji, which are the most frequently used characters and about 1,000 of those are basic characters that are needed to read about 90% of the kanji used in a newspaper (about 60% with 500 characters).

To even consider printing these out would be a waste of time as well as very costly, using up a lot of paper and toner.

If Japanese Kanji books are unavailable in Tunisia (which I can't believe) then you should consider ordering a good Wa-Ei Jiten *and* Kanji Jishou from an online vendor like Amazon or EBay and get those instead. I'm sure either Amazon.US or Amazon.UK will be able to ship to you (although shipping might be expensive).

I would reconsider your stance about not using an online dictionary or if you have an iPhone/iPad, Japanese Dictionary Apps as those are at least easy to access (provided you have Wi-Fi/Internet access).
