help with this grammar! what does this mean?

I am taking a practice test that is based off JLPT N5 grammar. In one of the questions I came across this phrase....it says....

そして電車は安い ほうが いいですか (soshite, densha wa yasui houga ii desu ka)

What does this translate as? I have no idea what this means in English.

Also what grammar form is this based off? (Please be specific with this).
