Difficult to Recognize Character

This is sort of amazing, I just saw the other thread with the same sort of questions, but anyway, here's mine. I'm having problems with a character in this text. Here's what I've got: 縁組養父母?縁組承諾 (albeit the 諾 is at the top of the next line). The question mark is the problem. It sort of looks like 人, but that doesn't seem to work. I thought maybe a really screwed up の, but that's seeming not so plausible. Can anyone make this out? Thanks.

It looks to me like 及（および）

Ooooo, that seems to make sense. At least it works in the context, and I could see that as being 及. Thanks!
