Hello everybody!
I'm really new here, nice to meet you ^^
I discovered MEXT scholarship some weeks ago and got really interested in it, but there is a pont that really worries me... I saw, in one of the endless pages of Study in Japan wbsite, that there are "designated countries"! What does it mean? And where can I find a list of those countries?
Because I would like to apply as Special training college student for 2013 (as now I'm only 17 and still have to get a diploma), but I'm now resident in a developed country (Italy), even if my nationality is Latvian. Which one should I take in consideration, nationality or residence? I'm really confused and unfortunately I can't contact the japanese embassy in Italy beacuse they don't have an e-mail and I'm in Thailand for a year (with AFS exchange program) ☝
It would be really helpful if someone could reply to at least one of my questions! I know I'm being really annoying, and I'm sorry about it, but I really want to know and inform before the time! Thank you!
 
Nationality matters, not residency. If you plan to apply for MEXT through embassy recommendation, you should contact the embassy in your country of citizenship, as each country may have a different set of policies and application timeline.
