My question lies in the bolded word. "us army forces".

According to the text, two protesters were kept under constraint by the 米軍, and sent for 送検 by the 県警 。 Though, released in the same night, since no detention/arrest request was cited or demanded.

then the confusing line starts,

"米軍普天間飛行場（同県宜野湾市）の移設計画への抗議活動に直接的な行動を見せなかった米軍が,"

"the 米軍, that didnt show any direct mobilization/reaction towards the protests against the relocation of the fuutenma airbase "

"身柄拘束に踏み切った事態に, 反発や困惑が広がっている。"

"opposition and perplexity(Sorry for the literal) is growing towards the incident that culmined in the physical restraint (of these two protesters)."

My question is, does the complete line really wants to say that
"米軍が身柄拘束に踏み切った事態に, 反発や困惑が広がっている。", (backlash against the incident of the us forces keeping one under restraint) ???

or are they supposed to really be three separate sentences ??(as above)
1-"米軍普天間飛行場（同県宜野湾市）の移設計画への抗議活動に直接的な行動を見せなかった米軍が"
2-"身柄拘束に踏み切った事態に"
3-"反発や困惑が広がっている。"

Seeing 米軍が身柄拘束に踏み切った事態 as one unit seems logical, doesn't it? US forces take the bold step of restraining someone, protest arises.

Logical, yes, thats how I took any meaning out of it, but Im in a lack of self confidence now and as a rule of thumb If Im not certain, I assume Im wrong and need help from someone else. (The comas "deceived" me as well), Anyway thank you for helping me, Lanthasさん,Im much thankful.

米軍 is the subject of 踏み切った, as already pointed out. 事態に、住民の/反対派の反発や困惑が広がっている。 makes more sense?

I'm definitely interested Nekoさん、also, I don't really worry about, whether the text-topic is on politics, 蓮根料理, or 振り込めさぎ（ｗｗ）(hope you've seen this one, the news site you sent me repeated this for a long time).

I've been reading a lot lately, and listening to a lot of japanese too, but, the support I get from this forum has been crucial to the development of my japanese skills since march 2013, when I started this journey.

To receive this "specialized" help from someone who has "been there and done that" (I mean, you've been through all of this, and reached the highest level) much before me, is surely going to be of great help.
