About ①,I had noticed it has two answers in each parenthesis. I had already deleted "raining".

Do you mean "Am/at"? Can you say "I am eating lunch at that time"?

How about "( What / Where / When ) will they leave this town?

Sorry that's what I meant. Yes, you can say that. For example,
"Let's meet tomorrow at 1"
"Sorry I am eating lunch at that time, how about 1:30?"
