But.. Is it possible to lift this constraint for members with, say, 100+ posts? Sometimes I'd like to post more than 1 per 2 minutes (especially when welcoming new members, which I would like to do as quickly as possible)..

I think it is important to greet our new members. In daily life it is also customary to introduce oneself when entering or joining a new group, and we as members should make them feel welcome.Although I applaud some members' efforts in extending a warm welcome to newcomers, sometimes I think the forum exists more for the purpose of padding post counts than greeting newbies.
I actually like it lots. Is the rule in which you have to have more that 20 characters to posts new too?

Instead of just saying hello, you can type some more, so that they would feel themselves even more welcome
I also don't have a problem with the concept of an introduction but find it more than a bit off-putting for greeters to admit to not fully reading the post or to wanting to get through them as quickly as possible.Give some indication that you actually bothered to read their introduction and tried to get to know them, in other words. (Not saying you don't do that, but a quick "hello" and a generic greeting gives no indication that you did).

I do find the 120 second rule EXTREMELY IRRITATING, though.
