Would all the three sentences be used with almost the same meaning?
(a) She has already written a report on smoking and health.
(b) She has already made a report on smoking and health.
(c) She has already given a report on smoking and health.

This is a little more vague for me, but made and given imply a presentation(発表) or simply to have given a written report to me, while written sounds more like as if just written, as in, the homework is done,

Thanks for the help, nahadef.

If "she" in the sentence is a researcher, would (a) sound strange?
