I am an EEE engineer...i want to do ms in japan
Which university will be best for me?
can i do part time work beside my graduation?
is it allowed?

Can't help you decide which university is good for you.

But I can tell you that people on college student visas are allowed part-time work if they get special permission from immigration:

Of course, you will have to qualify for whatever the job demands, including any language ability in reading, writing, and speaking.

Usually, the requirement for a student visa is that you can prove you can pay all of the tuition, though,

so don't think that you can get a student visa and pay for tuition only by working PT. The money you earn that way isn't counted when you apply for the visa.
