Dear native English speakers,
I have a question about the term "water system".

Q1
Can the term "water system" in the next sentence be replaced by "water supply" or "water service" with the same meaning?
Many developing countries have no proper water system, and millions of people suffer from problems caused by dirty water.

Q2
Can you say the following sentences?
(a) There is no water system in this village.
(b) The government should build water system in this area.
(c) Surprisingly enough, there was a water system in ancient India,

Q1: Yes

Q2a: ok
Q2b: not ok. You must put “a” before “water”
Q2c: ok

Thanks, Buntaro.
(b') The government should build a water system in this area.
Is this all right?
How about "make " instead of "build"?
(b'') The government should make a water system in this area.

OK. I understand. You mean you can't say
(b'') The government should make a water system in this area.

I'm not sure about the difference between "make" and "build".
How about these sentences?
(d1) Toyota built more than 3 million cars in 2018.
(d2) Toyota made more than 3 million cars in 2018.
(d3) Toyota manufactured more than 3 million cars in 2018.

I don't know why he said "no." I think this is ok grammatically and it gets the meaning across.
However "build" would be more common and natural.

All are acceptable in my opinion.

“Build a water system “ and “construct a water system “ are ok.
