Visa change in Japan question

Hello!
first off, I'm new on the forums so apologies in advance if this has been asked before, or if this isn't the right place for this question.

So I applied for a work visa (from student) 3 months ago (after the company i work part time for said they would sponsor me) and i finally got a response today, but it wasn't the postcard they have you fill out at the immigration center. instead they sent a letter asking me to come to immigration and to bring the usual stuff (passport res card ect) and 4000 yen (no mention of a revenue stamp). I'm wondering if anyone has ever received this kind of letter as well, I'm asking because I'm told that rejected applications usually come with an explanation as to why they were rejected, and the letter doesn't say anything about the visa being approved or rejected.
