Unpronounced vowels

I fear I may have asked this question before, but unfortunately I can't find the thread or remember the answer.

I've noticed many times that some Japanese speakers miss out vowels in some words, so for example they say です as "des" or 助詞 as "josh", or whatever, while others pronounce the vowels clearly. What determines whether a particular speaker used one pronunciation style or the other?
 
I don't recall anyone when I was learning Japanese needing to be told what particular vowels aren't pronounced, you will pick it up subconsciously as you go along, so don't worry too much about it.
